The law that defines and regulates Maritime-Terrestrial Public Domain is the Spanish Coastal Law 22/1988. The Law identifies two easement areas as well as access passages to the sea: protected area (PA), a 100 metre wide strip of land measured from the interior limit of the sea shore, and access passage (AP), a 6 metre wide fringe also measured from the interior limit of the shore.

The application of the Coastal Law affects the homes and properties that are situated within the MTPD and the easement areas. These homes, which were legally constructed prior to the coming into effect of the Coastal Law and as a result of the eroding effect of the sea, are now located within the MTPD or within the Easement Areas, find themselves in the following legal situation: legal situation of the homes and properties.
